The Republican Platform has this to say about the Fifth Amendment

Private Property Rights

The core of ownership in America has always been ownership of private property that a citizen can call his or her own. Republicans respect this tradition. For reasons both Constitutional and environmental, therefore, President Bush and the Republican Congress
will safeguard private property rights by enforcing the Takings Clause of the Fifth Amendment and by providing just compensation whenever private property is needed to achieve a compelling public purpose. We oppose efforts to diminish the rights of private
citizens to the land they own.

While they can give this issue lipservice, the sad fact continues to be that the federal government abhors paying just (or any) compensation and neither the current administration nor the Kerry Administration really gives a rats ass about the 5th Amendment. Both the federal agencies and the Department of Justice have no concern with altering documents, losing documents, fixing studies, and committing outright perjury in their efforts to avoid paying any money. Its despicable.
